Yeah it will increase your boot time by a few seconds but it doesn't hurt to try. Dust migration inside a PSU burns out capacitors in my experience; try cleaning it, but I rarely see this effective. Additional batteries are affected. Dust can be conductive.

I turned it off and it started to boot normally without turning off. So, it appears that was the fix! Your manual will show where its at or possible decal inside the PC or even silk-screened on the mtrbd.. If the settings kept after a night of being off (or a week or more) would be a better indication.
