Remove Search item from the Start menu (For All Users). Hide common items from Start -> Programs Disable right-click menu and ability to change item order in Start menu. If the subkey \explorer does not exist, create it as explained below.
Maybe you could supplement the above. Disable the shortcut of Internet Explorer browser in new Start menu (For Current User). I found two of them in C:\WINDOWS\pchealth\helpctr\binaries and C:\WINDOWS\ServicePackFiles\i386 I double clicked on each of those & got nothing as well.
